Tier Classification System
How Cities Are Classified
Intellicity uses a four-tier classification system to organize cities by their strategic significance. Each tier reflects the overall influence a city exercises across the seven strategic domains: Geographic, Demographic, Economic, Military/Security, Political, Spiritual/Religious, and Historical.
Tiers are determined by calculating average domain scores (1-100 scale). Cities do not need balanced scores across all domains—a city with one exceptionally high score may rank in a higher tier if that domain carries strategic weight.
Tier Profiles
Elite Tier
Cities with the highest strategic significance globally. These cities exercise exceptional influence across multiple strategic domains including economic power, military capability, political authority, and/or historical-spiritual relevance.
Key Characteristics:
- •Global geopolitical or economic influence
- •Major military or security significance
- •Key diplomatic or political authority
- •Exceptional economic or financial importance
- •Historically transformative civilizational role

High Tier
Cities with significant strategic relevance at regional or sectoral levels. These cities demonstrate strong influence within specific domains or geographic regions, with meaningful geopolitical, economic, or cultural significance.
Key Characteristics:
- •Regional military or security hub status
- •Strong economic or financial center role
- •Important political or diplomatic positions
- •Significant cultural or spiritual importance
- •Growing influence or emerging strategic status
Moderate Tier
Cities with balanced strategic value across certain domains. These cities maintain influence in specific sectors or regions, with targeted rather than global strategic importance.
Key Characteristics:
- •Specialized sectoral significance
- •Regional importance but limited global reach
- •Balanced influence across 2-3 domains
- •Specific market or industry importance
- •Cultural or historical significance within regions

Cities with emerging or specialized strategic relevance. These cities may demonstrate strong performance in one specific domain while remaining limited globally, or represent emerging strategic hubs.

Methodology Notes
Domain Weighting
Tiers are primarily based on average scores across all seven domains. However, cities with exceptional strength in strategically important domains (Political, Military, Economic) may be elevated tier classifications despite lower averages in other domains.
Confidence Bands
Each domain score includes a confidence band ranging from ±1 to ±6 points, reflecting assessment uncertainty. These bands account for data variability, changing conditions, and assessment methodology limitations. Scores near tier boundaries may fluctuate with new information.
AI-Assisted Scoring
Intellicity scores are AI-assisted estimates based on structured criteria. These are educational assessments for learning purposes and are not official government intelligence assessments. Users should corroborate findings with other authoritative sources.
Dynamic Updates
City scores and tier classifications may be updated as geopolitical, economic, and demographic conditions change. Major events, policy shifts, and emerging trends can impact strategic assessments.
