Each domain answers: "How strategically significant is this city within its regional or global context?"

Scores are assessed on a 1–100 scale, where higher values indicate greater strategic relevance within the specific domain.

City tier is the equal-weight average of all seven domains. 90–100 in a domain means global primacy in that domain — a world chokepoint, a true megacity, a global financial seat, or a civilizational holy city. Regional capitals, alliance headquarters towns, and specialized ports can score highly in one domain and still sit in High, Moderate, or Limited overall.
